Yes it is run as an open-source project, and hosted on Google Code, but it is worth noting that it is developed and maintained by two Google engineers now (me and Daniel). In that sense it’s “Google’s” and not merely hosted on Google Code. But it’s licensed to the community and certainly is something that non-Googlers can work on.
ZXing is not google’s.. It’s only stored at google code, an open source repository of third-party projects…
